UK & Ireland Port Congestion Report
Operational advisory, not a numerical congestion ranking
No comparable, timestamped primary measurement was verified this week for port-wide waiting times, vessel queues, berth utilisation or congestion scores. Unknown does not mean normal: it means the evidence needed to calculate a defensible ranking was unavailable.
Weekly evidence summary
Liverpool published weekend Langton Lock closures for 11–12 October and a Gladstone Lock closure for 15 October. Belfast scheduled a D3 dredging programme from 12 October to 5 January and warned that VTS may introduce one-way traffic when required. Dublin’s capital-dredging notice remains within its approximate two-week period, without a confirmed real-time stage or completion date. The latest Met Office forecast carries gale warnings for Malin and Shannon, while relevant coastal sectors have strong-wind warnings. These are local operating constraints and weather context—not measurements of port-wide congestion.
Verified position at publication
| Port or area | Verified finding | Evidence time | What importers should check |
|---|---|---|---|
| Liverpool | Notice 67 schedules Langton Lock closed to vessel movements from 10:00–20:30 on 11 October and 09:30–20:00 on 12 October. Notice 68 schedules Gladstone Lock closed from 07:00–12:00 on 15 October. Each notice describes a conditional alternative route through Hornby Passage and the other lock, subject to vessel suitability, Dockmaster consultation and tide where stated. | Notices dated 6 October; official index and PDFs rechecked 9 October at publication. | Ask which lock the vessel plan uses, whether Hornby Passage is suitable, whether tide limits the alternative, and whether the Dockmaster has amended either window. |
| Dublin | Notice 49 schedules capital dredging from 1 October for approximately two weeks at named berths, Alexandra Basin East and inner-fairway locations. Vessels are told to pass slowly and allow for dredging craft with restricted manoeuvrability. No completion notice or real-time work stage was verified. | Notice dated 22 September; official index and PDF rechecked 9 October at publication. | Ask the carrier or Dublin Port VTS which work area applies to the call and whether manoeuvring, cut-off or berth arrangements have changed. |
| Belfast | Notice 24 schedules D3 capital dredging, hydrographic surveys and sea-disposal operations from 12 October 2026 to 5 January 2027. Vessels must pass the dredge area cautiously and at a safe speed; Belfast VTS may introduce one-way traffic. Notice 25 scheduled HMS Queen Elizabeth at D1 on 7 October with a 100-metre exclusion zone during her stay, but gives no departure time, so current vessel and exclusion-zone status are unknown. | Notices dated 1 and 6 October; official archive and PDFs rechecked 9 October at publication. | Confirm the live D3 traffic arrangement, VTS instructions, berth approach and whether the D1 exclusion zone remains active before dispatch. |
| Irish Sea, Malin, Shannon and North Channel | The shipping forecast issued at 10:30 UTC carries gale warnings for Malin and Shannon; the Irish Sea has no gale-warning heading but winds are forecast force 5–7. The inshore forecast issued at 12:00 UTC has strong-wind warnings for all five relevant sectors from St Davids Head through the North Channel, including occasional gale force 8 in the northern sectors. | Met Office forecasts issued 9 October and valid into 10 October. | Check the operator’s live sailing notice, driver cut-off and terminal appointment. Weather advice does not prove a port delay. |
| Other 10 covered ports | No current, comparable port-wide queue, waiting-time or berth-utilisation measurement was verified. Conditions are therefore unknown, not zero or normal. | Evidence ledger and primary-source coverage reviewed 9 October. | Use the 17-port tracker for source coverage and confirm shipment-specific conditions before routing. |
What changed over the past seven days
- Liverpool added three scheduled closure windows. Notices 67 and 68 were published on 6 October, adding Langton Lock closures on 11–12 October and a Gladstone Lock closure on 15 October. These replace the previous week’s expired local windows; they do not establish a Liverpool-wide delay.
- Belfast published a longer-running dredging programme. Notice 24 sets a 12 October to 5 January work period and explicitly allows Belfast VTS to introduce one-way traffic when required. The notice does not say that one-way traffic is continuously active.
- Belfast added a vessel-specific exclusion-zone notice. Notice 25 scheduled HMS Queen Elizabeth’s arrival on 7 October. Because no departure time is stated, the current status is unknown and should be checked with Belfast VTS.
- Dublin’s previously announced dredging period continues. Notice 49 still describes an approximate two-week programme from 1 October. Approximate duration is not evidence of real-time progress or a confirmed completion date.
- Marine weather strengthened. Compared with 2 October, when the reviewed shipping forecast had no gale warnings in force, the 9 October forecast carries warnings for Malin and Shannon and relevant coastal sectors retain strong-wind warnings. That change does not prove port congestion worsened.
No numerical week-on-week congestion change is calculated because there are no comparable verified port-wide measurements for either week.

Questions to ask before booking or collection
- Does the Liverpool vessel plan use Langton Lock on 11–12 October or Gladstone Lock on 15 October?
- Is Hornby Passage suitable for the vessel, and has the Dockmaster confirmed the alternative route?
- Will Dublin’s active work area affect the planned berth, manoeuvring or terminal cut-off?
- Has Belfast VTS introduced one-way traffic for the D3 work, and is the D1 exclusion zone still active?
- Has the sailing status, terminal cut-off or vehicle appointment changed since confirmation?
- When does free time begin, and who bears demurrage, detention or storage if the plan changes?

Methodology and limitations
Carrgo reviews dated public primary sources and records each supported claim at the narrowest defensible level. Port or terminal notices support only the location and period they name. Weather forecasts describe sea or coastal areas and are not treated as evidence of terminal queues. Carrgo does not currently use a verified AIS feed and does not calculate a numerical congestion, health, queue or berth-utilisation score without traceable measurements and a reproducible method. Missing values remain unknown. Advice is separated from facts, and users should confirm time-sensitive arrangements with the relevant carrier, terminal, port or VTS.
